Find all countries with missing or incomplete registries. Split the list between Seth and Raccoon (or whichever scraper is appropriate). Seth's rotation is limited to 48h per country before rotating to the next. Larger half to the primary scraper, smaller half to Seth. To be designed with Trevor and Bob.
