Description
woodland_ops.html template exists in app/templates/ but has no Flask route. The /woodland-ops route needs to be created and wired to this template. Dept badges (surveillance/teal, field/amber, data/purple) are already defined in the template.

Route added to app.py on .158. @app.route(/woodland-ops) now renders woodland_ops.html. Restart container to activate.
