Modules page — cards with enable/disable toggles

Description

Build a Modules page in the Admin Cockpit showing each optional module (Aria, Kiosk, NOTAM, BOM alerts, etc.) as a card with an enable/disable toggle. Modules should respect the toggle at runtime without restart.

  • COMMENT — Routes: GET /admin/modules lists all optional modules from app/modules/*/module.json. POST /admin/modules/toggle updates the enabled field atomically. Template admin_modules.html renders a card grid with Enable/Disable buttons and a restart-required note. "Modules" button added to the Admin Cockpit HUD beside Woodland Roster.
