Countries blocked by robots.txt or access restrictions (e.g. Australia/CASA) should not be removed from Seth entirely. Instead, configure a per-country interval_days (e.g. 30-60 days) so Seth keeps trying at a long interval. If the source becomes scrapeable again, Seth picks it up automatically and manual Aardvark intervention can stop. Aardvark should check Seth's last success date when deciding if a manual refresh is overdue — Seth stays the owner, Aardvark is the fallback.
