Mr Wombat (mr_wombat.py) must be run manually via SSH to process incoming registry/capability requests. New customer Marmot requests queue up in requests/incoming/ indefinitely until someone runs it by hand. No cron, no systemd timer, no watchdog. Fix: add a cron job on .201 (e.g. every 5 min) running mr_wombat.py, or wire it into the Wombat server as a periodic background task.
