Description
Seth scrapes to staging only (data/seth_staging/{cc}/). No promote mechanism exists yet. Need a promote step that validates staged data and inserts/updates the appropriate country registry table in the DB. Should be idempotent and respect existing records.

Closed. Seth promote mechanism built — Sneaky Squirrel reads inbox/ SQL and merges into DB every minute. Luxembourg staging confirmed working.
